Raetah was suggesting a good idea in chat
He suggested a Water spell that increased cost of actives on permanents. Adjust that to what openEtG's card base needs and you get an Earth uncommon permanent. It'd increase the cost of all permanents' actives by 2 every use
What should it cost? How much should active be initially (note it affects itself)? Should it also affect creature actives?

Permanents are used to make strategical games, most of the times. Making a card with the title saying "I'm penalizing strategy and improving mindless creatury decks" is not cool.

If it doesn't affect creature abilities, it feels a bit too niche, since most decks does not have permanents that activates except weapons.
