Sanctuary should block the effect of Ouija Essence, because OEssence counts as hand control imo.
Also a thing I can't really understand is why OEssence does nothing when the owner kills his own creature, or when the opponent's creature is killed. The wording suggests that it affects both players and at any time, but currently it seems that only targeted killing counts and only from the opponent.
Edit: after talking with serprex, he clarified that the wording can be misunderstood, but how they are working right now are intended for them to work that way.

Issue turns out to be that Sanctuary's text doesn't reflect that the protection is still only during opponent's turn, as in original Elements. Unsure whether protection from hand control during own turn should be given. Something to consider if Ouija can't find a good solution to being toned down
