In the long term, I'd like to see something set up with tiers in somewhat of a similar way to how Chapuz described about a million years ago (with some minor tweaks), which we can totally all discuss ad infinitum at some point here, but the major problem with that scheme is that it requires a player base to support.
I don't personally want to sit around until we have hundreds of active players before having a fun arena.
So, in the short term, I think there's some minor changes/updates/fixes we could make to arena that would make it more fun with a lower pbase, and still able to translate pretty directly into a tiered version later on when pbase permits.
The general overview of what I'm thinking here is basically two tiers of arena, the lower and the higher. We could call them "loln00b" tier and "uber1337" tier. Loln00b tier would be 100% unupped, and uber1337 tier would be anything goes - think pvp1 and pvp2. Players would be allowed to have active decks in both tiers simultaneously, though I'd probably say it would be best to limit them to submitting to one tier or the other each day (basically so they don't submit decks based around the same card to two leagues at the same time). Rewards for uber1337 would be greater for submitters, and both rewards and loss costs would be greater for challengers. Additionally, I would like to see a "deck attributes" bit added similar to vanilla's, though since we don't have score, I'd say have it be a fixed value for each player for each league.
Specific minor fixes/updates:
-Whatever's necessary to implement two tiers as described in the previous paragraph.
-Limit arena decks to six copies of the arena card. Doesn't need to be anything fancy - can just do a passthrough when the submit button is clicked and if the submitted deck has >6 copies, drop to 6
-Arena T10 screen: show win/loss for decks
-Arena Info screen: show submitted deck and attributes
-Arena Info screen: show arena rank
-Arena Info screen: show whether currently active
-Move arena buttons so that all loln00b tier buttons are on the top row of the arena section, and new copies of all buttons for the uber1337 tier are on the bottom row of the arena section
-Keep loln00b tier rewards/costs as-is currently (i.e. cost $10, mage rewards, submitters get $1 per win)
-uber1337 tier rewards: cost $15, champion rewards, submitters get 50/50 chance of $1 or $2 per win (read as 1.5 per win)
-Decks should be considered active if they are in the top X, where X is the greater of 20 or all submitted decks for that tier
-HP should decay at a flat rate of 5/day down to a minimum of (starting max hp / 2). This keeps things live longer, which is good with a lower pbase.

-HP: +5/point, up to a maximum of 200 (same as vanilla)
-(possible) Extra HP: +5/2 points past 200 up to a maximum of 300
-Mark: +10 points for each extra mark, up to a maximum of triple (same as vanilla)
-Double-draw: costs 25 (up 5 from vanilla)
-(possible) Allow rares: 5 points; Allow both rares and shards: 10 points
-I'm pretty sure I've thought up some other attribute possibilities that I'm forgetting right now, so I may add to this later, and I would absolutely love any other ideas anyone else has. The more options the better IMO.
