Water shouldn't really have another weapon right now, as it has two already and almost everything else has one. My current thought is to rename it to "Prism Knife" and make it light. The freeze passive makes sense because the extra layers of ice just add extra refraction to the prism.
Regarding the upped version, I think the upped one is potentially OP because +2 attack for 1 quanta is basically growth (when on a weapon), and so it's a much much cheaper forest spirit, and then you add the frost passive. Things I can think of to fix it would be to increase the activation cost to two, or keep the active the same when upped and give it +2 starting attack (which is probably my preferred). Not really done trying to think of options.
Also I am vaguely hesitant about the card being free. Somewhat tempted to give it +1 attack and cost 1 quanta or something. Dunno.

The 'gain damage instead of freezing' can be situational, but in OEtG freeze can target weapons. Even not counting that, it is still a growing weapon.

The upped is pretty much a weapon with ablaze, that can't be frozen (the only sensible way of using the freeze thing is if you use squids to freeze your weapon).
If we move this to light it could get quite strong with saders (maybe enough to justify keeping it a duo weapon)
